PROPERTY DESCRIPTION

This property is located in a cool and peaceful area, close to a community, but quite secluded and bounded by a river to the south, a public road to east and another public road to the north.

Currently the newer building is being used for manufacturing, while the the older building, built in the 1880's is being used to promote cultural heritage.

The land is totally flat.

AREA DESCRIPTION

Mill Yard Cultural Entertainment and Recreation Centre is situated on this heritage site at River Estate.

Visitors to the Mill Yard travel back in time to the 18th century when agricultural estates like River Estate formed the backbone of Dominica's economy. This once thriving estate followed the economic trends in agriculture and from the 1880's onwards produced sugar, copra (dried coconut), bay oil, coco and rum. Production continued well into the 1960's and debris from a boiler explosion in 1915 is still evident on the premises. Also on the site are artifacts and machinery reflecting agricultural economic activities through the years including lime oil extractors, boilers etc.

Five important structures are still standing today and can be restored and preserved using traditional techniques. These are the Water Wheel/Mill and aqueduct (from which the centre gets it's name), the Cookman's Cottage, the Slave Longhouse or Barracks, The Old Factory and the Blacksmith's Stables. Other structures like the chimney and boilers depict the factory production operations of the 19th century.

The property holds tremendous potential for reconstruction/refurbishment for the purposes of Heritage and Cultural Tourism. Visitors to the Mill Yard may be treated to a guided tour of the site with its various artifacts and machinery. There is also the potential for added appeal and value in being able to actually participate in activities like the extraction of lime oil as it was done in the early years and to witness first hand the traditional preparation of copra and bay oil.

There is an existing stage where traditional cultural performances can be performed.

On the lot stand the following buildings:

Building no.1 contains 630 square feet and is located at the northwest corner of the lot close to the main gate. It consists of local timber walls and partition roof of galvanize sheeting on timber strusses.
Building no.2 is a single storey masonry building with a combined area of 5130 square feet inclusive of basement, storeroom, stage, veranda and water closets. The upper floors contain the stage, an open area and a water closet. The basement is an open area.

External Walls: 2ft thick masonry
Roof: Galvanize sheeting fixed to a tubular metal frame

Building no.3 This is a disused waterwheel, cane crusher and chimney stark which contains 1069 square feet. It consists of masonry foundation and 2 feet thick walls, with no roof.

Building no.4 This is an open shed containing 429 square feet. It consists of concrete floor, galvanize roof supported of 3 'd' metal post, with no side walls.

Building no.5
The main office building and Manufacturing area is a single storey building with ground floor of 9690 square feet and upper floor 5243 square feet.

The total acreage of the loand is 67960 square feet, however should more land be required, a further 11,173 swuare feet can be made available at us$5.50 per square foot.
